EMERGENCY LIGHTING

Best Practice
This practice will ensure that building emergency lighting (exit lights, egress lights) functions in the event of an emergency.  This practice defines guidelines for equipment inspection, testing and maintenance.

Program Scope
This program applies to all emergency lighting (exit lights, egress lights) in University buildings.  The program mandates documented monthly and annual inspections and testing of the equipment.

Responsibilities
FACILITIES DEPARTMENT
       -- Perform a monthly test on building emergency lighting,  
       -- Ensure the contracted yearly inspection is completed as required.
       -- Maintain on site records documenting monthly and annual inspections.
       -- Annual scheduled power outage

GENERAL REQUIREMENTS: 
       -- Provide for the monthly and annual inspection and testing of emergency lighting systems that is part of an approved exit
          system and shall include, but is not limited to: lighted exit signs, stairway lighting, and egress lighting where required
          both inside and outside of a building or structure.
       -- Egress lighting and exit signs shall not be obstructed or obscured from view. 
       -- Monthly and annual inspection, testing, and maintenance records shall be maintained on the premises for a minimum of 3
          years

MONTHLY INSPECTIONS:
       -- Facilities department staff will on a monthly basis, visually inspect and test all emergency lighting.  Inspections and testing
          will occur at more frequent intervals if circumstances require.
       -- The visual inspection shall consist of verifying:
           -- the lighting is present in its designated place,
           -- clear access to and unobstructed view of the lighting unit,
           -- the unit shows no physical damage, corrosion, battery leakage, inoperative lamps, or any  condition that might prevent
              operation.
           -- all bulbs within exit signs are illuminated
       -- The physical test shall consist of the engaging the unit’s test button to verify the light operates for a minimum of 30 seconds
       -- The Facility staff person performing the inspection and testing must complete the “Monthly Emergency Lighting Inspection
          document, recording the results of the monthly test.  This record will be kept on site by the Facility Director for a minimum    
          of three years.
           -- The Facility Director will also note in the appropriate month on the form when the contracted annual inspection occurred.
       -- Lighting units with deficiencies or failed tests must be corrected immediately.  Repairs and returning the equipment to an
          operational status will receive the highest priority.
           -- Work tickets will be completed and tracked for emergency lighting requiring maintenance or repairs.

 ANNUAL INSPECTIONS/MAINTENANCE
       -- Only a contractor trained and licensed in emergency lighting servicing and testing will conduct the annual inspection and
          testing
       -- The annual test shall be conducted on every required battery powered emergency lighting system for not less than 1-1/2
          hours.
       -- The contractor will complete and submit to the Facility Director written documentation of the annual testing.  This
          documentation will be kept by the Facility Director for a minimum of three years.
       -- Lighting units with deficiencies or failed tests must be corrected immediately.  Repairs and returning the equipment to an
          operational status will receive the highest priority.
           -- Work tickets will be completed and tracked for emergency lighting requiring maintenance or repairs.
