RESPONSIBILITY
The Davenport University Purchasing department (DU Purchasing) is responsible for setting the purchasing approach for the entire University and ensuring that the approach is followed consistently by all University employees and departments.
DU Purchasing has overall responsibility for defining, implementing, regulating, modifying, and communicating the University's purchasing approach to the University community. Furthermore, DU Purchasing is responsible to assist all purchasing decisions throughout the University.
DU PURCHASING IS ALSO RESPONSIBLE FOR THE FOLLOWING:
- Working with all University departments to ensure that the University's funds are being used for goods and services that are of the best price and highest quality.
- Management of the University's purchase order process for certain spend categories.
- Negotiation of prices and terms for suppliers within certain spend categories.
- Management of the bidding process for certain spend categories and dollar thresholds.
- The selection and management of the University's supply base including the oversight of all supplier data in the University financial system.
- Developing supplier relationships, evaluating supplier performance, and selecting those suppliers that will provide the greatest overall benefit to the University.
- Management and enforcement of the University's purchasing policies and procedures.
- Ensuring that the vendor, service provider or supplier adheres to information security, data privacy best practices and complies with federal and state regulations.
University employees are responsible for obeying the guidelines set forth by DU Purchasing when executing a purchase for a good or service that will be used in University operations. Although emergency or atypical situations may occur, employees should solicit the input of DU Purchasing prior to taking a course of action that deviates from the purchasing approach set forth in Davenport's purchasing policies and procedures.
Davenport University is not obligated to pay for unauthorized purchases. Unauthorized purchases may become the personal obligation of the individual who made the purchase, and could lead to disciplinary action, up to and including termination. Purchasing privileges will be rescinded from individuals who make unauthorized purchase.
